Teleview getting repeated S378-24 Abends

Issue/Introduction

The following S378 abend is received for Teleview for users attempting to signon:

Dump reveals that Top Secret is not freemaining the storage.  Instead of specifying a length of x'2200' to be freed, it is instead specifying a length of 7F002200. This means it is not clearing the high order byte (or perhaps the high order 2bytes) before issuing the Storage Release request.
