REST Calls are only allowed against server by Install owner after installing patch Spectrum_10.04.01.PTF_10.4.104

Issue/Introduction

The ability of users to Execute REST calls against the Spectrum environment was modified to restrict access to the Spectrum Install Owner.
There should be a UI update in One Click to allow access but it is not visible.

Environment

Release : 10.4.1

Component : SPECTRUM ONECLICK SERVER USERS

Cause

Patch Spectrum_10.04.01.PTF_10.4.104 was installed over  Spectrum_10.04.01.D20c overwriting the changes in D20c. 

Resolution

Install the patches in the following order:

1. Spectrum_10.04.01.PTF_10.4.104
2. Spectrum_10.04.01.D20c

After installing the patches, restart the OneClick client. You will have the OneClick Restful Access folder in the access tab and users other than the initial spectrum user will be able to make restful web service calls.
