Following z/OS 2.3 Upgrade, with ACF2, CEA ABENDS SYSTEM COMPLETION CODE=1D0 REASON CODE=061A0452

Issue/Introduction

CEA ABENDS with S1D0 after z/OS 2.3 with ACF2.  Previously CEA had a error message that UNIX services failed.

Resolution

CEA requires the use of OMVS.  Running the ACFRPTOM report showed this entry:

The group showing the * means that ACF2 was not available to gather the information.  ACF2 needs to start before CEA.  The recommended procedure is to use CAISEC00 for starting ACF2.  In that way, security will start before other processes in the IPL.
