XOG login issues

Issue/Introduction
i have several accounts which are used for XOG'ing.
none of them have OD portal accounts and work fine.
I've recently created a new user account for the same purpose. i modeled it's creation after existing ones.
the problem is when i attempt to execute a XOG with those credentials, the XOG login fails.
i execute the XOG call from DOS using the -propertyfile parameter.
if i use an existing account "xoguser", it works fine.
if i use the new account "SAPActualsLoader" it fails. even when i refresh the user password in Clarity
the account does have all XOG rights, but as far as login credentials, those rights should't matter.
why/how does one single account fail a XOG login when others don't?

Resolution
User's password contained special characters and when we matched it with the same password which was working for another user it was successful.
