If you for some reason run into issue follow this step -

1. Login to Support site casupport.broadcom.com
2. Go to Symantec Enterprise Security -> Product downloads
3. Look for Advanced Authentication
4. Click on Solution download link which is adjacent to Product download.
5. Click on 9.1 for "CA Arcot RiskFort for Solaris/Linux MULTI-PLATFORM"

You will see the 9.1 patches and Quova data files as well. Please download it from there.
