Restrospective Approval Request Subject/Body reset after upgrade

Issue/Introduction

After upgrading to 3.3.1, the contents of Restrospective Approval Request Subject/Body in Settings - Credential Manager - Email Settings are reset to default though they are modified before upgrade.
This only happens when the locale is Japanese.

Resolution

This doesn't happen on upgrade to 3.4
