No UIM Alarms coming into Spectrum after upgrading Spectrum

Issue/Introduction

After upgrading Spectrum to 10.3.2, no new UIM alarms are reaching Spectrum. The following error is seen in the spectrumgtw.log file:

May 15 18:23:49:432 [main, spectrumgtw] subscribe to queue alarm failed ((4) not found, Received status (4) on response (for sendRcv) for cmd = 'subscribe' name = 'null'), trying subscribe to subject udm_inventory

Cause

The subscription Rest API configured in the spectrumgtw for the Spectrum OneClick Global Collection is failing.

Resolution

Create a new Global Collection in Spectrum OneClick and then reconfigure the subscription in the spectrumgtw to use the new Global Collection.
