Spectrum 10.2.1 to 10.4.0 upgrade failed with the following error message: cygperl5_8.dll: cannot open shared object file: No such file or directory

Issue/Introduction

While upgrading from 10.2.1 to 10.4, the install failed with the following errors in the postinst log file: D:/win32app/Spectrum/bin/perl.exe: error while loading shared libraries: cygperl5_8.dll: cannot open shared object file: No such file or directory

Component : MITS SPECTRUM INTEGRATION

Cause

The cygperl5_8.dll file was missing from the $SPECROOT/NT-Tools/SRE/bin directory. 

Resolution

Copy the cygperl5_8.dll file into the $SPECROOT/NT-Tools/SRE/bin directory and run the Spectrum install again.
