While trying to upgrade or fresh install Spectrum, the following the install failed with the following errors in the preinst.xx.xx log:

The Spectrum processes were not shutdown before the distributed install was run.
Ensure that all Spectrum process except for sradmin.exe have been stopped and then rerun the Spectrum install.
