Issue/Introduction

SSM was in Passive mode before the IPL and Inactive after because it could not find the SSMBEGIN rule.

Message at startup:

OPS7910W STATEMAN REQUEST RULE SSMBEGIN NOT FOUND. NO ACTION TAKEN

Resolution

The rule SSMBEGIN must be set as auto-enable so that it will be automatically enabled at OPS startup.
Other rules are also required to be auto-enabled. From OPS documentation:
 
SSM Policy Manager requires that you install the following AOF rules from your 
hlq
.CCLXRULM library. You enable and auto-enable all rules in this list, except SSMBEGUX, SSMSHUTM, and SSMSTAUX:
  • SSMBEGIN
  • SSMBEGUX
  • SSMCMDS
  • SSMCNTL
  • SSMNOTFY
  • SSMRSTRT
  • SSMSHUTM
  • SSMSTART
  • SSMSTATE
  • SSMSTAUX
  • SSMSTOP
