Rally - Personalized Navigation does not show tool icon

Issue/Introduction
When using Personalized Navigation, the tool icon that is used to configure settings for areas of the product does not show. The tools icon is only visible when users edit their profile settings.

Cause
Personalized Navigation moves the configuration options to other areas of the interface. The tools icon does show on the user settings page due to the fact that when navigating to that page, the UI reverts to the standard navigation interface.
Resolution
The method used to access confiuration settings in Personalize Navigation will vary depending on access level and desired task.
Project Administrator level permissions and higher can configure projects by clicking the project dropdown, clicking the "gear" icon that corresponds to the project that needs to be administered and choosing to work with Project Settings or Manage Users.
Workspace Administrators and Subscription Administrators that need to configure workspaces, subscriptions, and user accounts can click on their profile image at the top right and choose System Administration from the dropdown
