TDM-API POST /api/ca/v1/users requires HOST parameter be supplied to work, although Swagger documentation says it is optional

Issue/Introduction

Get errors on POST /api/ca/v1/users unless we provide host value in URL. Documentation shows as not required though.  Which is wrong?

• • GET /api/ca/v1/users

    • Interface for getting list of users

• • POST /api/ca/v1/users

  • Interface for creating new users

POST  has  a column  for   HOST.
