Issue/Introduction

Installing a new z/OS and ACF2 on a new LPAR.  First IPL fails.  Syslog shows:

$HASP373 ACF2     STARTED                                             
IEF403I ACF2 - STARTED - TIME=13.09.14                                
ACF8A014 ACF2 IS NOT DEFINED AS A SUBSYSTEM
 
and the system goes into a disabled wait state. 
The disabled wait program status word (PSW) is 0003000000000000000000000000acf2. 

CAXILPA is in the LPA list at IPL, and CAX1LINK is in LNKLST and APF authorized. What is the problem?

Resolution

Message ACF8A014 points to the ACF2 LPA library being in error.  Either the LPA libraries were not setup properly in the PARMLIB member, or the aliases not being included in a copy of the library.  Make sure the LPALSTxx member of SYS1.PARMLIB has the correct ACF2 library, and the commas on every line after the library till the last line which does not have a comma.  The library should have an alias for several modules, like this:

There are other modules that have aliases that change over time.  Compare the copied library to the install TARGET library in SMPE.
