Rally sync error: "API-1019" post upgrade to 15.7.1 for some projects

Issue/Introduction

The below error is showing in the job logs for a few projects and the project does not sync:

There was a problem syncing tasks for the CA PPM project:<Project Name> 500api.internalError API-1019 : Could not process the request due to internal error.

Environment

Release : 15.7.1, 15.8, 15.8.1

Component : CLARITY RALLY INTEGRATION

Cause

This issue happens when the milestone limit exceeds a certain amount, and no further milestones are able to be synced from Rally to Clarity.

Resolution

This issue DE55120 is fixed in 15.9 and also patched in 15.7.1.3 and 15.8.1.1
