Is there a way to individually prevent PASSWORD use without turning on PHRASE(ON)?

Resolution

PSWDPHR will allow you to use phrases when control option PSWDPHRASE(OFF) is set, but it will not restrict you from using passwords and documented here.

To force a user to use phrases only give them the PHRASEONLY attribute which is documented here:

TSS ADD(acid) PHRASEONLY

To force all users to use phrases, set control option PHRASEONLY(ON) which is documented here.
