Portal 4.5 Unable To View Visibility For API

Issue/Introduction

After upgrading to portal version 4.5 and trying any of the following for an API which 
existed prior to the upgrade or for any new gateway published API:

Actions-> Edit Visibility Permissions
Actions-> Edit Management Permissions
Actions-> Edit Tags

The user is not taken to the expected page for the action they selected,
instead they are always taken to the API 'Publish State' page.

Resolution

This is a known defect which has been addressed with portal version 4.5.0.1 which
