Clarity PPM - "Rights" Error When Viewing "Settings" on a Service

Issue/Introduction
I cannot access the "Settings" subpage on a Service. I get an error:
"You do not have the rights to perform the action"

Release : 15.5.1
Component : CA PPM SAAS APPLICATION
Resolution
Due to this page containing Financial Information, the Global Right "Service - View Financial Information All" needs to be assigned to the Resource to see the "Settings".
