CA PC Aalrms View fails with REST access Error

Issue/Introduction

No Alarms from Spectrum are being displayed in CA PC Alarm Dashboard

Error - No privilege for the User to access Rest API.

Environment

Release : 19.3

Component : CA Performance Center

Resolution

This issue occurred as the Spectrum patch was was an earlier version then the current one.

To resolve this apply the latest:

1. Apply Spectrum_10.04.01.PTF_10.4.104 on both OC and SS
2. Apply Spectrum_10.04.01.D20c on OC server only.
