Issue/Introduction

When bringing up a new system with TSS V16 (and a new/empty security file), the following error is received: 

*TSS9994E *** THE FDT IS MISSING FROM SECFILE. RESTART ETRUST CA-TOP
 S                                                       SECRET. INFORM SUPPORT ***

Environment

Release : 16.0

Component : CA Top Secret for z/OS

Resolution

The TSS9994E is normal the first time Top Secret is started with a new/empty security file. After the next restart of Top Secret or IPL, the message should no longer be issued.
