UVC - Outage Window not working when the Launcher is down

Issue/Introduction

The Outage Window is not working as expected when the Launcher (or the whole Node/Server) is down.

The Jobs which should have been re-scheduled to the end of the Windows have been set at "Time overrun" once the Launcher was back online.

Environment

Release : ALL

Component : DOLLAR UNIVERSE

Cause

As mentioned in the Doc below, the Outage Window requires the Launcher to be alive.

Once a Job has reached his Launch Window, the Launcher will check if an ongoing Outage Window is active.

If so, the Job will be re-scheduled at the end of the current Outage Windows.

When the Launcher is down, even if there is an ongoing Outage Windows, the Jobs wont be postponed.

Once it is back alive, every Jobs scheduled in the past will be set as "Time overrun".

 

Resolution

Outage Window are not meant to handle a Launcher shutdown.
