In Visual Studio the "Add Solution to CA Harvest SCM" is disabled (greyed out).

Cause
The "Add Solution to CA Harvest SCM" process is a solution level process.
Resolution
First, highlight the solution in the Solution Explorer, then navigate to File -> CA Harvest SCM, now the "Add Solution to CA Harvest SCM" is enabled.
