Clarity PPM: Cost Plan Detail Population Does Not Report Resource Department Properly

Issue/Introduction

For the majority of cost plans, resources being used on projects belong to Department_A.
However, the resource department will change to Department_B.

Those resources continue to have planned actuals under Department_B and have posted actuals under Department_A.

The problem is that while the resource have the posted actuals under the correct Department_A , when refreshing the cost plans, the planned hours now show under Department_B, where the has been moved.
Therefore, no control to input planned hours in the prior original Department_A, since the resource is no longer associated with that department.
