User not seeing the option to select investment type when converting an Idea to a Project

Issue/Introduction

When converting an idea to a project I have a PM that is not able to see and select the investment type. They can only see the checkbox to copy financial and team information. Validated that they have the same access rights compared to another resource that does see the investment type selection.

Environment

Release : 15.6.1

Component : CA PPM SAAS APPLICATION

Resolution

User only had "Project - Create from Template" right, so system was defaulting them to select a template. Once added "Project - Create" right, which now gave them more then one option to convert idea to project they are are able to see Investment Type option with Project and Project from Template.
