After update to 9.02, ems, trellis and sla_engine will not start.

Issue/Introduction

We upgraded UIM primary hub from 8.51 to 9.02 we noticed that the ems, trellis, and sla_engine are not starting and turning red.
We restart the probes but that did not help

Environment

UIM 9.x

Cause

Problem with getting connection string from the data_engine.

Resolution

Update to the dta_engine to 9.02HF3
