Scrolling in a form window scrolls values in a dropdown

Issue/Introduction
In workbench forms, when you are scrolling using the mouse wheel in the form window area, if your cursor happens to land in on a drop down control, it will start scrolling the drop down instead of the form. This causes frustration as sometimes the user did not notice that they had mistakenly changed the value for the drop down field.

The current behavior of the combo scroll is expected.
By default whenever we hover the mouse wheel onto any widget, it gets highlighted, similar to select event. For a combo widget, hover and scroll will scroll the values of the combo. There is no specific setting to avoid mouse scroll for combo widget in workbench.
At best, on the Operating System level, there is a setting to disable mouse scroll. But this would be applied to all applications, mouse scroll will not work. (Mouse Settings-> Scroll inactive windows when i hover them->Off)
