Rally: Times displayed on date fields do not display the default timezone for the workspace when viewing artifacts

Issue/Introduction

I have a user whose times in artifact pages do not display the default Workspace timezone of New York Time.  Below is an example where times would not match the workspace default timezone.

Resolution

This occurs when the user is a member of two workspaces with different timezone settings and the user's default project (setting in their profile) is set to the workspace with the other timezone.
