In SYSVIEW 15.0, selecting SCMSYS, System Condition Monitor gives the following message: SCM$003E Requested information is missing or not available
and gives these messages in the GSS joblog: SYSVIEW_SERVER has been created for SCMDRIVE SYSVIEW_REQUEST RC=16 Session: SCMDRIVE Command: LIBS MSECU005E TSTCGSS not authorized for LIBS command SYSVIEW_REQUEST RC=16 Session: SCMDRIVE Command: PARMLIB MSECU005E TSTCGSS not authorized for PARMLIB command SYSVIEW_REQUEST RC=16 Session: SCMDRIVE Command: CLIST SCMINIT MSECU005E TSTCGSS not authorized for CLIST command SCM9001I System Condition Monitor 15.0 starting SCM0001I System Condition Monitor ISET = SYSVIEWE SYSVIEW_REQUEST RC=16 Session: SCMDRIVE Command: LIBVIEW PARMLIB SCM COM IF INCL L MSECU005E TSTCGSS not authorized for LIBVIEW command ...

SYSVIEW 15.0 & 16.0 - z/OS supported releases -
There are a couple of things that must be checked about GSS and SYSVIEW:
1. Is the SYSVIEW r15.0 Loadlib added (as a STEPLIB) to the GSS STC?
2. Ensure that GSS starts after SYSVIEW.
3. Check the GSS userid:
The MSECU005E error messages tells that the TSTCGSS userid is not authorized to issue the LIBS, PARMLIB, CLIST and LIBVIEW commands.
The solution is to place the GSS userid in the ADMIN security group, or to create a security group specifically for the GSS userid where the required authorization can be set for these commands.
The SYSVIEW Security Guide details the setup regarding security groups.
