Password with spaces is not allowed - error message is not propagated to Identity Portal

The option was applied to Identity Portal through the localization under: 1) Static Login 2) Settings tab - Password must not contain only whitespace characters (AUTH_PASSWORD_WHITE_CHARS_ERROR) Password must not contain only whitespace characters (PASSWORD_WHITE_CHARS_ERROR)
You can do that through the localization. In Identity Portal admin UI, click on Localization, Then on English, then on Static and then "Forgot Password Screen" There you will find the localized screen for "Password must not contain only white characters".
