Timesheet Review Scrolling shows more users than Filtered on in New UX

Issue/Introduction

DE54345: Modern User Experience (UX) - Scroll along Timesheet Review will show all the timesheets the user has permissions on (all timesheets appear), and not respect the Review and Approve filter applied

STEPS TO REPRODUCE:

1. As admin user, connect to New UX/Modern UX Timesheets
2. Go to Review and Approve
3. Filter for a resource manager who has Submitted timesheets for review
4. Click on a Submitted timesheet
5. Click Review in the timesheet popup window that appears
6. Scroll along

Expected Results: To see only the timesheets they filtered on
Actual Results: We cycle through all the timesheets the resource has access to
