Resolution

1) Open a command prompt and change to directory: C:\Program Files\CA\Self Service\Unified Self-Service_installation
2) Type:
"Change Unified Self-Service Installation.exe" LAX_VM "C:\Program Files\CA\Self Service\OSOP\tomcat-7.0.40\jre\bin\java.exe" 

(NOTE these paths assume the default install folder, adjust the paths to the correct paths in your environment.
