Rally: Percent Done By Story Plan Estimate on Portfolio Items page is showing Blue instead of Green on the Portfolio Items page

Issue/Introduction

Can anyone tell me why my Percent Done By Story Plan Estimate is showing Blue instead of Green?

Resolution

The green lines mean that every child artifact is marked as complete. 

The blue lines mean that there are artifacts in the portfolio item that have 0 points but are not completed yet.

The red lines mean work is not being accepted at a sufficient rate to complete the portfolio item before the Planned End Date, the timeframe has already passed, or an accepted story is added to an unscheduled or unstarted feature.

The yellow lines mean completing the portfolio item before the Planned End Date is in jeopardy.
