Installed and customized OPS/MVS 13.5. Upgrading from OPS/MVS 12.0

From system log:Error

IEC020I 001-1,OPSOSF,OPSOSF,SYSEXEC,600A,BBBB1O,
IEC020I SYS1.OPSMVS.CCLXEXEC
IEC020I NO ERROR HANDLING, (SYNAD), EXIT

Can not access any OPS/MVSs utilities through panels.

Error when trying to access OPSVIEW panels:

Cannot find program xxxxxx SYSEXEC DDNAME IS NOT ALLOCATED

Resolution

Possible reason is the presence of REXX libraries with RECFM=VB in the SYSEXEC concatenation.
