The Clarity New User Experience (UX) does not allow a user to edit cost plan detail under Project Financials, even with the necessary cost plan edit rights. The same works well for the classic Clarity equivalent page. The cost plans have grouping attribute as charge code. It is as if charge code lookup doesn't return any value and hence cannot be used.
STEPS TO REPRODUCE:
Create a new Project
Add a "testuser" as Manager (which will grant auto rights to the new project)
Give the "testuser" the necessary project management global access rights at global, OBS or instance level,i.e., Project- Navigate, Project - Edit, Project - Cost Plan - View, Project - Cost Plan - Edit, Project - Benefit Plan - view, Project - Benefit Plan - Edit, Project - Edit Access Rights, Project - Edit Financial and Project - Edit Management.
Log in as "testuser"
Create a new Cost Plan with grouping Attribute “Charge Code”
Try to add a Cost Plan Detail in Classic UI. -> That works!
Try to add a Cost Plan Detail in Project financials via New UX ->That fails (See Screenshot below) User cannot select a Charge Code.
Expected result: The cost plan details page edit to work on new UX as it works on the classic PPM
Actual result: The page errors 'API-1007 : You are not authorized to process request. Contact your system administrator for necessary security rights.'

Cause
The issue was reported via an internal defect on 15.7.1 and fixed in 15.8 (Defect ID - DE53445)
Resolution
The defect is fixed in Clarity release 15.8
Workaround: Grant the user the "Timesheet - Navigate" access right in 15.7.1.
