stgadmin.sms.allow.pdse.encrypt not working

Issue/Introduction

SMS PDSE Pervasive Encryption is not working.  

The first seucrity call driven by IBM for CLASS=FACILITY and  ENTITY=STGADMIN.SMS.ALLOW.PDSE.ENCRYPT results  in SAF RC=00, RACF RC=00 and Reason RC=00.  But for some reason this call does not seem to be honored and a seocnd call is being driven for  CLASS=FACILITY and ENTITY=STGADMIN.SMS.FAIL.INVALID.DSNTYPE.ENC which fails with a SAF RC=08, RACF RC=08 and Reason RC=00.
