NetMaster L2 Support explained:
-

We believe what they are asking is whether the CNM, NTS, and PPO ACBNAMEs can be the same name in an environment where there are multiple NetMaster's runnning.
The answer all depends on where the multiple NetMaster's are running.  If they are all on different LPARs which all have their own VTAM running, then those APPL
names can all be the same name, i.e. NMPPO, NMCNM, etc. The key here is that there can only be one (1) PPO, CNM, NTS ACB of the SAME name in a
specific VTAM.  Therefore, if the customer is linking NetMaster's to other NetMaster's on different LPARs, no problem.

We typically don't see a customer that has multiple NetMaster regions executing on a single LPAR, in which case only one of the NetMaster's can     open
those
ACB's as only one task can open those ACB's. This is very rare so we believe this customer is asking about multiple LPARs.
-

I then asked L2 Support specifically about multi-system:

And the 3 ACBs (CNM-PPO-SAW) are not involved either in a multi-system. Correct?  Their answer: That is correct.

The above page (under 'Link and Synchronize Regions') only mentions the NetMaster region primary ACB name being needed:
