PeopleSoft Plugin Locking PeopleSoft Tables

Issue/Introduction
When we restart autosys, AutoSys will put a lock on PeopleSoft tables and it will not release it.
It is affecting our PeopleSoft environment by not allowing any batch PeopleSoft jobs to run until we have a DBA kill the offending PeopleSoft process. The two PeopleSoft tables we saw locked were: SYSADM.PSPRCSRQST and SYSADM.PSPRCSQUE
Happening when we apply O/S Patches on Linux machines as well.

Cause
This is because when the PeopleSoft Database is restarted, But agent is not restarted, PS tables might get locked.
Resolution
- PeopleSoft Agent would not lock up a PS table while the O/S is being patched.
- When O/S Patches are applied Broadcom strongly recommends to stop PS Agent.
- Everytime PeopleSoft Database is restarted, PeopleSoft Agent also need to be restarted. Because It uses persistent connections to PeopleSoft Database.
