Issue/Introduction

In Identity Portal 14.2, HTML Tags are displayed as the actual tags on IP Access Module Search Screen.  This occurs in both English and localized environments.  For example <b> is shown rather than the text displaying as bold text.

Steps to Reproduce:
1. Enable the Access module in IP and add a User Search
2. Log into IP, go to the Access module > User Search and enter a value into the Search field that will not be found
3. The result will display as:
        Your search - <b>xyz</b>
        did not match any users

        <b>Suggestions:</b>
        » Make sure that all names are spelled correctly
        » Try different users
        » Try more general keywords

The text shown above is using the OOTB static string for SEARCH_NO_RESULTS_MESSAGE found at Localization > Static > Access for any language.
