What If Hiper Fix SO12296 Isn't Applied?

Issue/Introduction
Is there an exposure if hiper fix SO12296 is not applied?
Environment
Release : 16.0
Component : CA Top Secret for z/OS
Resolution
If the following abend is received:
TSS9999E CA-TSS SECURITY SVC ABEND S0C4 IN TSSKERNL+2F1C
TSSRSVCS S0C4 at 116B2FDC LMOD TSSKERNL CSECT TSSKID +002E0C
as indicated by the description of the fix, the fix needs to be applied immediately to rectify the abend.
The problem can occur for other applications besides BETA92 and ROSCOE, but they are the only two applications that have been reported on our problem tracking system with the abend.
If SO12161 is applied, which SO12296 corrects, it's a good idea to have SO12296 applied. If the indicated abend is not occurring, then SO12296 doesn't need to be applied immediately, but should be applied eventually.
