Access Issue with Tabs permission

Issue/Introduction

Users can see tabs that have been restricted however they can not see the content within the tab

1.  Go to Project Default Layout portlet
2.  Add a tab
3.  Restrict the access to a specific group
4.  Log in as a user who is NOT in that group
5.  Go to a Project
6.  Notice the new tab added is there
7.  Click on the tab
8.  There is no content

Working by design

When adding resources using "Access to this tab" is granting access to the content of the tab and not the actual visibility of the tab. For example we have business rules which apply to stock tabs that hide or show but custom tab is not controlled by those business rules.
