Issue/Introduction
Starting OPS main Address Space on a new Z/OS release, the following error can be got:

What's the cause of the problem and how can it be bypassed?

Resolution
Based on IBM documentation, the abend/error with OPS/MVS is due to attempting to register OPS/MVS with the IBM Product Feature Registration Service. The return code 4 from IFAEDREG has the following meaning:
- The Product/Feature combination is not enabled; it is explicitly disabled and is not permitted to execute.
This means that the definitions in SYS1.PARMLIB member IFAPRD** are preventing OPS from running on this System with the Registration Service.
If this is not the case, then the LINKLIST should be checked for any wrong/back-level OPSMVS load-module ahead the correct loadlib used by the current task.
In one case It has been found a LOADMODULE in the SYSn.SINGLOAD Library, which has the same as OPSENQ and it is for SA390.
In addition this IBM product registration service is not used by OPS/MVS.
