Does CA LDAP Server r15.1 have a failover function where processing can be moved automatically to another
instance on another z/OS LPAR when there is a problem with the initial bind?

No, CA LDAP Server does not provide an automatic failover process.
A manual process would be to bind to a different IP/host.

This connection was from CA Identity Manager to CA LDAP Server to RACF.
CA IDM also does not have an automatic failover process - only manual intervention to change ip/host from IDM to
CALDAP Server
