Issue/Introduction
Users receive an error when trying to copy Cost Plan
"Cost Plans not copied because active fiscal periods could not be found for one or more start periods or end periods".

Prerequisites
Create a Cost Plan with a Start Period of January of this year and End Date of December of this year
Administration>>Finance>>Setup. Create all monthly Fiscal Periods for the year and an Annual Fiscal period of October - September
1. Go to Cost Plan List page
2. Select Cost Plan
3. Click Action>>Copy Cost Plan
Expected Results - Copies Cost Plan
Actual Results - Receive error "Cost Plans not copied because active fiscal periods could not be found for one or more start periods or end periods".

Cause
Working as designed.
Since the Annual Fiscal Period ends in September, there is no Active Fiscal period for the entire Cost Plan Dates

Create a new Annual Fiscal Period that covers the time frame in the Cost Plan
