API Gateway: message-completed global policy fragment not invoked

Issue/Introduction
Our environment is not calling the message-completed global policy fragment at then end of message processing.
Environment
API Gateway: 9.4
Cause
When you configure the gateway to the API Portal, the message-completed and message-received policies are created and housed by the API Portal Integration. Once you delete the Portal policies from the gateway, the message-competed and message-received policies are also deleted.
Resolution
Manually re-create the message-completed/message-received policy.
Go to Tasks > Services and APIs > Create Policy
Name the policy message-completed (or message-received)
For the Policy Type, select 'Global Policy Fragment'
For the Policy Tag, select the appropriate tag
