Unable to add User Directory to Legacy Federation Service Provider

Is it possible to add a user directory to Legacy Federation SAML service provider? And if so, how? We had no problem adding the needed user directories when creating the configuration, but now that we want to add some more user directories to the configuration, it doesn't appear to be an option when we edit the Service Provider object in the AdminUI. The user directories we want to add are defined in the AdminUI under Infrastructure->Directory->User Directories.
The user directories in question were never added to the associated Affiliate Domain.
