Issue in downloading the documents from Knowledge Store

We have restored Production database to our QA environment. Even though team has helped in moving the filestore documents from Production to QA Environment ,I am unable to download the documents from Knowledge Store.I am getting the an error "The proxy server isn't responding" while trying to download the documents from Knowledge store.

The issue was due that in the properties.xml file this setting storeFilesInDatabase="false" was set to "false" when it is supposed to be "true" since documents are stored in the database.
