Error creating new Target Permission with the same name as an existing permission

Issue/Introduction

When trying to create a target permission in Identity Portal, we get an error that it has a duplicate name.  There is an existing permission by that name, but it has a different value.  Is it possible to have multiple Target Permissions with the same name and different values?

Environment

Release : 14.x

Component : SIGMA-Identity Suite

Cause

The Target Permission Tag needs to be a unique value.  When creating a new permission a default value is displayed and it uses the name of the permission.

Resolution

Ensure that a unique value is entered for the Tag on the target permission's Details tab.  The Name value is not required to be unique, but the Tag must be unique.
