Some SPM tests that are over latency threshold are not logging alerts

Cause

This can occur if the alarm was cleared manually instead of being cleared when the threshold reset value was seen by Spectrum.

When the alarm is asserted, Spectrum is waiting for the clear threshold to occur and will not reassert a new alarm until the reset threshold is seen.

So after manually clearing the alarm, the test results still show the threshold exceeded but since the reset threshold is not seen, Spectrum will not generate a new alarm.

Resolution

Delete and recreate the test. Set the "SPM LATENCY THRESHOLD EXCEEDED" alarm associated with the 0x4560006 event to not be user clearable.
