1. Shut down CA Service Catalog services, including CA Service Accounting if installed, on all nodes of the environment.
2. Increment the relevant row in usm_lastid
3. Start up the Catalog services again; it will now take a unique value for the query once more.
UPDATE usm_lastid set id = 'xxxxxxx'
WHERE name = 'system_alert_id'
where xxxxxxx is one higher than the incremented ID noted in the error message
