CEM start up issues for CEMESRVR

Issue/Introduction

When we IPL, we have a lot of products all starting at once.  On occasion, CEMESRVR (the datacom server) fails to start.  Looking in its log, I see the following messages:

DSV00028E - Server ended, CCI/TCP failure in function:CCIINIT.
DSV00028E - RC = 0, DRC = 0
DSV00028E - Errortext =

If we start the task a short time later, it comes up without issue.  I'm guessing it might be because ENF hasn't finished initialization yet.  Are you able to confirm if ENF needs to be fully initialized before we start CEMESRVR or might there be some other pre-req we need up?  I will send syslog from our last IPL where it failed.  Automation tries to start the task 3 times before giving up.  the last instance failed about a second before ENF finished initializing:

Resolution

CAICCI (Common Communications Interface) is required if you plan to use CA Datacom as the CA Compliance Event Manager repository.

As a heads up, there are other dependencies during startup. The recommended order of startup for a CEM instance using Datacom would be:

CCI
CEMEMUF
CEMESRVR
CEMETOM
CEMELDAP
CEMERTR
CEMWHSE
CEMMON
CEMLOGGR
CEMALERT
