Rally - The Release Tracking page chart is displaying but the axis label and legend is unreadable and overlapping itself

Issue/Introduction

On the Release Tracking page the chart legend is unreadable.  The user has tried to resize the window from 50-100% but the legend overlap does not clear up. 

Note the chart on the right hand panel, the axes and the legend which depict overlapped text;

Resolution

This is actually a browser rendering issue which comes up randomly and is demonstrated here with Chrome version 80.0.3987.132.  A hard refresh of the browser or stepping off the page and back onto it should result in the page rendering correctly.
